I think what you have mentioned in the post is absolutely relevant and I want to add to this that it is very important to know what they would be doing in order to rank for your keywords and that there are many fake SEO experts who would claim to get your keywords rank in top 10 for them just check what kind of keywords would they be. They would be those kind of keywords which will not be useful for your business at all.

I agree with your post. You really should put a note though about your statement”Although the business owner may choose to learn about it and do it themselves”. SEO is a complex and specialized field, Business owners either A: don’t have the time needed to dedicate themselves to get top listings, or B: Don’t learn to do it right and/or waste money in misconceived ppc campaigns.
It is more cost effective to get it done right. If you try to do it yourself, the money you are saving is less than what you would be making if you site was ranked well.
